Hotmail is refusing email from your email provider (specifically the ip address 78.46.8.243) because 78.46.8.243 is listed on the

Spamhaus XBL. You can go to http://cbl.abuseat.org/lookup.cgi and enter 78.46.8.243 to see what the problem is. This is something they're going to have to fix if they want to get permanently delisted. If you think they're unaware of the problem, tell them to check out that CBL entry (the CBL is a subset of the XBL) themselves.

i have this problem with gmail and other company email from customers as well.

78.46.8.243 was listed on one of spamhaus' lists when the attempt above was made.  It's not listed now, nor do I have any info available to me what the original  listing was about, or whom requested removal from the spamhaus list.

No. Notice that the IP address both of those messages are complaining about is not a Comcast address, it's assigned to Hetzner in Germany. See https://apps.db.ripe.net/search/query.html?searchtext=78.46.8.243&source=RIPE
