Receiving Emails Delayed Using MS Outlook Full Version

In the last week, week 1/2 the ability to received email via Microsoft Office 365 Outlook Full Version has gone erratic.  For instance, when I activate my Outlook say at 7:00 AM, Outlook would sign in to all my various accounts and pull down the email.  Now it goes through the motions for the Comcast accounts but doesn't show that any emails were received.  If you go to the web browser version, you can clearly see emails are in the mailbox.

At first I thought it might be because I upgraded my box to Windows 10 but then it had been working find since the upgrade.  And my partner is having the same problem on his box and he is running  Windows 8.1.

Both our machines have all upgrades and we have Outlook set to the ports listed on your website.  So can you please explain what is going on.
