I have the same issue with SMTP port 2525 being blocked on my residential account.

I use Outlook as my email client and send/receive from my domain provider. I can receive just fine but cannot send.
The curiosity is that if I VPN into my work account, then my Outlook emails send just fine since I'm not routing directly through Comcast's servers.
Don't let Comcast tell you it's not on their end!

BTW: My only choice has been to establish a VPN to my work to send my personal emails, which is something I'm not happy about. (work is work, and not is not)

Please give CSA a call, they should be able to tell you if the block is at the network or modem.
