Outlook takes a long time to receive mail

Outlook takes a long time to receive mail

I use Outlook 2007 for my email client (and have been for 5 or 6 years.)  Most of the time it works fine but occasionally it will take several minutes after I select "send/receive" to pull in an email (typically when my son calls and says "check your email.")  I am using a Comcast eMTA modem/router.   I just checked the account settings, sent the test email, and it arrived a 2 or 3 seconds.

 

Does this sound like an Outlook issue or a Comcast issue?
