I see my comcast mail, but not icloud mail.  How do I see icloud mail in Comcast Windows 10?

You need to clarify just what is going on.  Are you using only the Comcast webmail UI with your browser?  Or are you using the Windows Mail app that comes bundled with Windows 10, or some other client like Outlook or Thunderbird?

I believe Comcast webmail.  I just installed windows 10, so not sure what may have happened at install, but I think I have never been able to see my icloud mail.  I dont usually veiw mail from my PC, usually view from ipad or iphone.  But I still would like to see all my mail on PC.

On the computer, if you are not using an email client like Windows Mail, Thunderbird, Outlook, Windows Live Mail or something like that, the only way to see your email is to use the browser and navigate to the webmail UI for whatever account you want.  So in the search field/address bar of your browser, go to iCloud.com, and then sign in with your user ID and password.  Once you are at the account you might want to bookmark it so you don't have to keep navigating to it manually.
