Keeping Comcast email account if moving to area not serviced by Comcast

In reading the blog, it appears that one can keep a Comcast email account for a fee even if one moves to an area not service by Comcast. Is that correct, and if so, what is the process?

There are posts in these forums, substantiated by Comcast employees and real-world experience that indicate the opposite. If you don't pay for a Comcast High Speed Internet service, your comcast.net email address will go away after a short period. The only 'fee' you could pay is for their minimun HSI service tier,and you would need a service address in a Comcast service area to have that service.
