What you are describing is a "read receipt".  If you are using the old email format in Comcast, it does not have that option, unless you enable the account in a desktop email client like Outlook or Thunderbird.  The new email format has the feature, but it's brand new and I'm not sure it's entirely functional yet.  Two other considerations are that a)  Compliance on the part of the recipient is voluntary.  They are free to ignore read requests.  b)  Not all email programs support the use of read receipts.  For example, iCloud accounts, Yahoo and Gmail do not have any provision for it.  So even if you send someone with a Yahoo account a request for a read receipt, they won't see it.

For the reasons listed above, it might be best to include some version of "Please reply so I know you got this" with the message you send even if you have requested a "Read Receipt".
