E-mailing pictures

When I try to send via Google-Chrome a picture as an attachmentt, it balloons to 5-10 times the size of the picture. What do I do to correct this problem?

Do you mean that the picture is too big when the recipient opens it?  If so, that's not caused by the mail program or your browser.  It happens because that's the way you sent it.  What file format did you use?  Is this a photo you sent that was on your computer?  What size is it?  You probably just need to re-size it using whatever photo handling software you have on the computer.
