Comcast blocking Bluehost IMAP and SMTP?

I'm having trouble sending and receiving email through a Bluehost mail server. This problem occurs across a number of combinations of email clients and Windows 10, macOS Sierra, and iOS 8-10. Interestingly, I can confirm that the problem is related to which ISP I'm using because when I attempt to connect via my home xfinity internet, I fail every time. But on the iPhone if I turn off wifi, my mail downloads immediately. Similarly, when I take my MacBook to Starbucks and use their wifi, email works fine. This has been occcurring for two days now.

I found this thread in the archive that seems to be exactly the same problem, but there are no actual solutions described or offered in it even though it is marked as "solved."

The best advice I can give is to call Comcast security.  They are the group that deals with blocking issues---------------------

Can you double check your settings, I'd guess SMTP should be port 587 with STARTTLS, and IMAP should be port 995 for IMAPS.

http://customer.xfinity.com/help-and-support/internet/email-client-programs-with-xfinity-email/. says IMAP should be either 993 or 143. Port 995 is for POP3.
