Cannot connect to site and repositories based in the Canada anymore

Cannot connect to site and repositories based in the Canada anymore

For years, I have been connecting to a certain repository for content for my work and all of a sudden, the reps are unreachable.

 

I simply thought they were down for a bit but its been 2 months. I contacted the developers and they all said is up and running.

 

I tried once using my data plan and the connection was seamless but switched back and nope.

 

Does anyone know if comcast actively blocks connection to repositories or certain websites?
