This is not the first time I have got this type of message, I took the time to send the last bunch over to abuse@comcast on March 25th on May 19th I got....

Does comcast care that someone is using their name to send out PHISHING Emails to their customers?

It's not that Comcast doesn't care.  This type of email gets sent out often.  There is no way for them to prevent anyone from sending you an email.  You can only deal with it once it gets to your account.  Keep reporting them, or just delete them.
