voice mail full but don't have Comcast voice mail

I basically can't get any calls and two calls to Comcast said it was not their problem, but I see from the communications on this site that it can be resolved through Comcast.  After four rings, my phone states, 'The mailbox # you are trying to reach is not in service...goodbye.'  I don't have Comcast voicemail.  This is not an issue with my voice message machine as I have tried three separate machines now.  I see that this issue has been resolved in the past.  Will someone please help me?
