I have seen this happen to my account and I also have all the necessary PINS.  WHat I do is wait the system out and try about an hour later.  It diesn't ask me for the PIN at that point.

 

My thinking is there is a disconnect between the application servers and it defaults to asking for a PIN when the account security server does not issue the "all clear" instruction set.

 

See if this helps, if it doesn't you may need to call into Comcast to resolve the issue.
