random phone [and internet] disruptions

We've had an ongoing problem with our phone [and internet] service.  Multiple times, everyday, the phone service will stop working and our calls get dropped.  At the same time, the internet service will stop working and it takes 2-30 minutes to start working properly again.  Obviously, it is my impression that both services must work together if both are interrupted simultaneously (but the comcast cable service works properly during these problems?!?!).   
 
I've called about the problem 3 times, which works temporarily after restarting the modem.  
 
#1.  why do the phone and internet stop working simultaneously???
 
#2.  we need phone service (we live in a cell phone dead area).  Will a separate modem for the phone service fix the phone problems????
 
Please help.  I don't want to have to change service providers.

Cable is RF (radio). Your phone and internet work on lower channels than your TV service. Most likley you have a signal issue on those lower channels. I'd guess your On Demand is also not working properly.

No, probably not. Your signal should be checked before replacing equipment. 
 
Please help.  I don't want to have to change service providers.
