poor phone service

I keep getting messages such as "unable to connect at this time", "not avaiable at this time" etc. etc.......in other words I frequently am unable to use my phone when I need to. When I am recieving an incomming call it will just give me one long ring and when I attempt to answer I get nothing even though someone is there because I will get a message. To top it off I get a bill for $173.00.I have contacted comcast several times and they throw me a bone like free HBO for 6 months. I am fed up and about to change carriers after many years. I can use my phone maybe 50% of the time. Anybody listening?
