It takes at least 13 seconds for the phone to start ringing after dialing.  It is the same when someone calls me.  People hang up assuming they dialed wrong.  This morning I made a phone call and it 15 seconds before the phone stsrted to ring.  This is a landline.

You can try to reboot the device by pulling power, let sit for 10 seconds, plug poweer back in and allow 3-5 minutes for the device to reacquire and reinitialize...  after the lights are solid on the device, test again.    If this does not work, call into Comcast and register a trouble ticket for your affected services.
