Please start troubleshooting by resetting your eMTA telephony modem.  There is a indented hole on the panel where the cable attach.  Press it for a few seconds with a toothpick or poker.

 

if that doesn't help, then unplug the cord from the L1/L2 jack on the eMTA, that cord feeds the phone jacks in the house.  The inside phone wiring might have a corrorded jack or other wiring fault that causes the ringing voltage to short out when it rings.

 

Plug in a known good wired phone directly to the L1/L2 jack and give it a good test.  if it still does it, then contact Comcast support and they can do a health check on the eMTA and decide on the next step to take.

 

If unhooking the inside phone wiring fixes it, then you will either need to troubleshoot your inside phone wiring, hire a local low voltage specialist, or pay Comcast for the inside phone wiring repairs.  Your inside phone wiring & TV coaxial inside wiring is owned by the homeowner just like you plumbing and electrical.  If you subscribe to the inside wiring maintenance then those repairs would be covered.
