moving out of coverage

so im still in "contract" with you guys, and I recently moved out of coverage. I called customer retention department and they said that they would do an investigation about transfering services. and if  request of service failed ,they promised my ETF to be waived. Expecting to hear back from them in a few days. i never got a call back, so i called back again, and said that i am still responcible for the ETF. how in the heck am I responcible to pay for the ETF when you guys cant even service in my area? this makes no sence at all. i need someone to help me out.
