connecting a phone for the first time

I CONNECTED PHONE ON TEL2 AND IT IS GIVING ME A BUSY TONE,IF I PUT IT IN TEL1 THERE IS NO DIAL TONE

Plug the phone directly into TEL1 and try the troubleshooting steps listed in this link:  http://customer.xfinity.com/help-and-support/phone/troubleshooting-no-dial-tone/

If this does not help, you will need to follow the instructions in the link and call into Comcast @ 1-800-266-2278 or 1-800-934-6489 and speak with a CSR about your no dial tone issue.
