I dial the *99 and get a recording stating that this network number is no longer in service.

Your only option is to call into Comcast ans peak with a CSR about your number non longer being in service....   ( one thought:   If this is new service, it can take from 24 to 72 hours before all of the backend sevices come online.  )   Try again on Monday mornring to setup your VM and if it still isn't working, call into COmcast.
