Voice and text settings unavailable

I have recently moved and was assigned a new phone number.  The xfinity app on my cell phone will no longer work to forward home calls to my cell phone.  IN the settings icon, the voice and text options are not bold and appear unavailable.  I have the bundled service including TV, internet, and voice.
