Technicolor TC8305c - no phone service

I had to recently replace our modem.  I was given the TC8305c at the local CC office.  After many hours on the phone setting it up - it was finally told to me that this modem is incompatible with the phone service in our area.  It's an IMS only phone was what I was told.  Can our account be migrated over to this new technology, or do I have to go exchange it for yet another modem and go through the setup process all over again.  -- Comcast customer service has really declined in the last six month. -- Frustrated.
