Unfortunately I can not get a straight answer from anyone at Comcast.  I got a letter back in June 24, 2015 signed by William F Sweeney, Vice President of Sales and Marketing advising me that I will get unlimited calling to landline and mobile destinations in China, Hing kong, India, mexico, Singapore and south Korea, included in my service at no additional charge.  Since then, I have tried to get Comcast to fix this and have my line be able to make free call to the above calls, but it has been to no avail.  No one in Comcast seem capable to fixing this problem for me, and to make it even worse, they even claim that the letter shall have had some kind of package plan.  No one seems to understand what their Vice President of Sales and Marketing was offering to the customers, on the service we are already paying for.  It is a shame to try to communicate with Comcast, seems to me that they're call centers are uncapable of handling any responsible solution to their customers!  Frustrated witht them!
