I am having the exact same problem.  I had a technician here this weekend and its still doing the same thing.  Now they can't get a tech here until Wednesday.  PS..when I called Comcast I also got a busy signal interrupting me, which customer service could hear, and then I got a dial tone disconnecting us..had to call them back on my cell phone.  This is getting ridiculous.

Sounds like a tech visit is the right way to go, as it could be issues with your inside wiring, a bad jack or your phone equipment.

To troubleshoot in the mean time, disconnect any phone cords going to the eMTA phone adapter, and plug in a known good wired phone directly to the eMTA to test your line.  This needs to be done to isolate your inside phone wiring from the Comcast eMTA, and find out what side the issue is.
