I have reset my modem and checked other phones in my house. There is nothing but static on the lines. This happens every time we have heavy rains. I need a service tech. Phone service has been out now for 3 days. Cable, internet and security working ok

To arrange for a Tech onsite, you will  need to contact Comcast directly, not from within these user-to-user support forums.  1-800-COMCAST or 1-800-XFINITY.
