Phone line: one alive & one dead

Phone line: one alive & one dead

I recently had phone service added. I have the new Xfinity gateway router modem. My phone service works perfectly when the phone jack is plugged into the Phone #1 port on the modem. The line is dead on the Phone #2 jack. Should this be the way this should work? IOW, are both ports there to provide two live lines for one Comcast phone number. Or are the two ports put there to support an option to have two different phone numbers. Obviously I have only arranged to have on phone number.

Tel2 is for a different provisioned phone line.... (some people have 2 lines with one of them dedicated as a fax line ).  This is how this is accomplished.  If you are paying for a single residential phoneline, then TEL1 is the jack to use.
