For troubleshooting your CDV, first reset your eMTA telephony modem.  There is a small indented button on the panel where the cables attach.  Press it with a toothpick or some poker.

 

2nd thing to try is to unplug the telephone cord on the eMTA telephony modem at the L1/L2 jack and plug in a known good wired telephone and give it a try.
