I have no phone service, just a message on my phones "Line in Use"

Unplug the phone cord on the eMTA phone adapter, wait 2 mintues, and plug in a known good wired phone in the L1/L2 jack and test it. 

 

You have either a phone off the hook, a phone that is failing or shorted out, or inside wiring issues in the house.  If it is inside wiring issues, unplug all phones and devices on all jacks, and start troubleshooting your jacks and wiring, it could even be a corrorded jack, shorted wiring.  Since each house is wired differently, you might need to bring in a expert to help troubleshoot your inside wiring issues.  As a homeowner, you own your inside wiring, and the necessary repairs.
