oay 3 no phone! Today I recive the message  "Everything is fine on our end"

Troubleshoot YOUR rquipment. I can plainly see the telephone lights on the modem are blinking!

If the telephone lights on the modem are blinking that means the line is in use, and therefore, an issue with something inside your house.

I had a voicemail at 5:45 that all is fixed with my phones,  still no lights on modem and no dial tone.

My phone is finally working, it never was my equipment, I know how to check and did so.  I never got a message that the service was repaired, I just picked it up for the bazzillonth time this morning, and got a dial tone.  Incoming also works, tested that, too.

There are three different people here having problems, the issues may be unrelated.

Phone line keeps a fast blinking in modem but I can't dial or receive any call, just a busy sound, since 4/17/2014.
