Start by pressing the indented button on the back of the Comcast EMTA phone modem unit wait 2 minutes.  Then power up your router, wait 1 minute, finally start up  the pc's.

so I should power down just the router? please know I have a cable modem & a phone modem along with a router. by the way, the phone acts like one of them is off the hook (but i checked) when someone calls, they go immediatly to voicemail & it does come up on our television screen.

Power Down all equipment, PCs, Router and Modems

Use a Toothpick or a ballpoint pen to depress the Reset Switch in the back of the Telephony modem and hold it until all lights are off except Power. (There is a battery in that modem to keep phones on line during Power outage)

Then apply power to both modems.

When both modems are up and settled down. apply power to the Router.

When the Router is up and stable apply ower to the PCs.

 

Disconnect the phones one at a time to see which one is causing the system to be offfhook

If all phones are disconnected and the sustem is still off hook

Plug one wired phone into the back of the telephone modem where the telephone wire is current plugged in (L1 probably) and see if you get dial tone and proper on/off hook behavior.
