More phone lines

Do I need to pay for the 2 other phones(same #) in my home that worked before ? Now, no dialtone and cannot  dial out or hear when main phone rings.

You only need to pay for one phone service.  Comcast doesn't care how many phones you have connected to the single number.  Check if the line from the modem to the wall jack is still plugged in.

If your are not familiar or versed in phone wiring, contact a local electrician or low-voltage contractor and have them make those jacks available for your use.   COuld be as simlpe as the wiring in the outside D-MARK box was disconnected bny the initial install tech...  he may have been confused about the number of pairs residing inside the box and chose to only make the one jack live.
