I phone/internet/tv service, but don't own a home phone, which I don't want, but its cheaper to have the 3 services instead of 2 and they won't disconnect the phone line; I want to leave a message on my landline to direct callers to my cell; can I do this without a phone at home to call 99* first?

No... you would need to add a phone, then enable the VM feature and create the outgoing message the caller would get once the set number of rings is reached and the call is forwarded to the VM system,  In this way, callers listening to your message would receive your redirect to your cell.  

 

WARNING... some people don't listen to all of a VM and may want to leave you VoiceMails... you would need to login to your account online and check for those caller's VMs every now and then if you decide to unplug your home phone.

One other way would be to log into your account online, and CALL FORWARD your landline to your cell phone, thereby having all of your calls sent this way...   Look at the online settings here:  https://pf.connect.comcast.net/OptimusPref/prefs/voice  Ensure your home phone is set to 8 rings and your cellular is set to 4 rings in order for the caller to leave a message on your cellular voicemail.
