Intermittent Phone Service

In the past month, I've had four -4-technicians visit my home. I cancelled the last visit (what would have been #5) because the phone came back on. Though Customer Service representatives have been professional and polite, I do not want to schedule another technician to actvate the phone only for it to go out again in a day or so. The outage seems to occur when it rains. I'm a senior citizen caring for my elderly mother. I NEED MY PHONE ON CONSISTENTLY AND CONTINUOSLY.
