Incoming calls go directly to voive mail

Some incoming calls ring only once on my phone. The callers say they went directly to voice mail. Comcast tech visited a few weeks ago and triggered an update to the voice router due to a recent voice mail system upgrade. He said the network (levels, etc.) and my house wiring were fine and predicted the upgrade would correct the problem. It has not.....I'm concerned that I may miss an emergency call from an elderly relative. Any suggestions to correct this? btw, TV and internet work just fine. Thanks.
