Inactive phone jacks

How do I activate the phone jacks in my house? I want to install a second landline downstairs.  The phone jacks are apparently inactive. I have a Comcast modem that works for one landline upstairs.

Hello stubbsgene, I can assist you with getting phone service down stairs. Do you currently have phone service connected to the wall in your home? In most cases the phone service and phone equipment is ran through the modem, there are some customers that bypass the modem and can use their wall outlets but your phone service has to go through the coax cable and modem first. If you'd like I can schedule a tech to come out and move your modem to a more central location or you can hire a contractor and see if they can bypass your modem so that your outlets can be used.
