Downgraded Service ...Still Get Broken Dial Tone/No Voicemail Here!

I downgraded my service last month, no longer have voice mail but still getting the broken dial tone as if I have  amessage but cannot check it (think it was there when I had it downgraded, so it is old and I dont want to hear it anyways!) but I do want my dial tone back to normal ....I have unplugged both phones and the modem as well ...any suggestions

Please contact Comcast support, they will need to clear the studdertone at the switch.
