Does Vonage adapter have to be active to port #?

Does Vonage adapter have to be active to port #?

So we switched from Vonage to Comcast and I would like to port our number from Vonage. I tried to do it on the live chat yesterday, and all they said was "they tried to port the number and were unable to do so." I know when you port a cell number, they tell you to make sure that the old cell has active service before porting. So my question is, does the Vonage adapter have to be active, or at least plugged into the network for the port to go through?
