Caller ID displaying my own number when a scammer calls.

I'm not sure this is the right place, please redirect my post if so.

I have received a phonecall that is obviously from a scammer, since they called yesterday too, pretending to be from the IRS. The problem is that the caller ID shows it to be from "my phone number", and upon investigating, I have read that other people that have been targeted this way have gotten huge phone bills, when the scammers use their phone number to make overseas calls. How can I protect myself from this?

I get many calls from scammers/spammers who are using obviously-fake phone numbers. I guess this happens because VOIP telephony (as opposed to the old circuit-switched networks) lets them do this.

 

While they can fake your phone number as the calling number, hopefully, there are enough controls in the VOIP system that they are not able to actually charge the calls to your account.

I already read those articles, which is why I'm asking if there is any way I can protect myself.  But thanks anyway.
