Caller ID and XfinityConnect issue

I just upgraded to iOS 7.0.3.and now when I get incoming calls the only way I get push notifications to the App is if the XfinityConnect app is open. When it's closed I get no notification. I have tried logging out, deleting app, reinstalling. Notifications are enabled also. It defeats the purpose to have the app running constantly to use the push notification. But once it's opened though I get notifications on WiFi and Cellular, so I don't think this is an issue on my side.
