Call Screening - Please help - Need option added

I just don't understand with all of Comcast/Xfinity technology they can not supply their customers with one simple and highly needed feature!!!!!!!!!!!!!!!!!! All I want is to be able to choice or add my own message to the call screening feature. I have a mother-in-law that has dementia and calls me 50 to 60 times a day! I love her dearly but I am going crazy with the phone calls. When I added her call screening the only message she gets is that "the person you are calling is not accepting calls from this number". This made is extremely upset! All I am asking for is a way to have the caller hear a simple message like "The person you are calling is not available at this time". I have a ticket in to a technical supervisor request. Talked to numerous agents and no one can help. PLEASE help me with this or get my message to someone who can!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
