Call Block & Selective Call Forward-DID NOT WORK

Call Block & Selective Call Forward-DID NOT WORK

Numbers added (yesterday) to my Call Block and Selective Call Forward list were neither blocked or forward to Selective Forward number.  The number is on my Caller ID and left a message on my Voice Mail.  How/Why is this possible?
