Busy signal instead of dial tone

I am receiving a busy signal instead of a dial tone; however I can still receive calls?  I can't dial out.

Try resetting the modem, by pressing the recessed reset button on the back for 2-5 seconds using a pen tip whatever, give it time for the lights to come back up, see if that improves things.


If connected to a wall jack, connect a known good phone direct to the L1 phone jack on the back of the modem, if that works it would be a problem with the internal phone wiring and you would have to call in. Or find someone to fix it locally.
