Anonymous Call Rejection - Active but not working

Anonymous Call Rejection - Active but not working

I have had Anonymous Call Rejection active on my CDV line for as long as I can recall.  Lately, I've been receiving a steady number of calls (2-3 per day, every day) that show-up on CallerID as:

 

Number: Out of Area

Name: Unavailable

 

The "caller" never leaves a message, although the calls show-up in the online call log under "Answered Calls" (likely because they went to VM and disconnected before leaving a message).  Interestingly, they show-up in the online call log as "Tech Support (work)" -- when I right-click, select "edit contact", I correctly get a pop-up that there is no such contact in my address book (which is empty).

 

Any idea as to what's going on and why ACR isn't working!?
