Since the Comcast spam filter is nearly useless, how do I add capabilities on my own?

Did you check to make sure you have the spam filters turned on?  If so, then you have other options like using an email client like Outlook or Thunderbird.  They have their own filtering abilities, although I don't know how good they are compared to Comcast or anyone else.

 

Another possibility is to run your Comcast email through a Gmail account.  Their filters are supposedly the best around-----------------------
