Why does this email system only let me forward an email once?  When I try to send again to others, the  message has been made a lighter color and will not allow another forward.

You should be able to forward it as many times as you like.  I just tried it and it works OK for me.  Try clearing our your browser's browsing history, then close it out and restart it in a fresh session.
