Would like to know how to be notified when some one opens a email that i sent them

What you are describing is called a "read receipt".  If you are using the old email format in Comcast, it does not have that option, unless you enable the account in a desktop email client like Outlook or Thunderbird.  The new email format does have the feature.  Two considerations are that a)  Compliance on the part of the recipient is voluntary.  They are free to ignore read requests.  b)  Not all email programs support the use of read receipts.  For example, iCloud accounts, Yahoo and Gmail do not have any provision for it.  So even if you send someone with a Yahoo or Gmail account a request for a read receipt, they won't see it.

 

If you are on the new format, when in the Compose page, click on "Options" to the right and above the toolbar.  There you will see the option to send a read receipt request.
