after adding a new contact I am unable to drag that name into an existing group.  Using to move function I do not get a list of groups to move the contact into.  I never had this issue until my computer updated to the new format.

This is a known issue.  It can happen depending on what browser or operating system you have.  The best thing I can suggest right now is opening a private browsing session and see if it works that way.  Or try using a different browser.  I'm on a Mac, and I can get it to work either way in Safari or Chrome, but not Firefox.  On my Dell Windows 10 machine it works just fine with Edge or Chrome, but not with Firefox or IE-11.
