Is there any way to block particular email addreses from ever reaching me ?

 

Am talking ISP level, I know comcast has a rudementary spam filter, doesn't seem to do a whole lot of good.

 

But in any case can it be done, and if not, why ?

If you are talking about run of the mill Spam, just keep marking them as Spam when they get to your Inbox.  It can take time to work.  If you mean you want to stop emails from a particular sender,  you can set up a filter to do that.  If you are still on the old email format, from the Inbox page go to Preferences>>>>Email>>>>Email Filters.  If you are on the new format, on the Inbox page click on the gear icon in the upper-right corner of the page and then on Settings.  Under Mail you will see Filter Rules.
