Windows Live Mail unable to send or receive messages

I see this posted over years but no real solution to it.  I'd really like to get my mail, please.  What is going on?

Re: Windows Live Mail unable to send or receive messages

Thank you for responding.  I emptied the caches on my two browsers that did allow me to bring in contacts by groups (hadn't mentioned that but it's a relief to have it fixed) but it still won't send out the email regularly.  Also, cut/copy and paste work sometimes and not others.  I am using Windows Live Mail,  Windows 8.1.  I think the set up matches what you posted, but for the first time I did get a clearer error message that I don't understand.

Thank you for any directions you can suggest.
