Spam Filter Off But Still Filtering

I have turned off my Spam Filtering (through My Account > Users & Preferences > Email Settings > Spam Filtering).

 

But e-mail is still going to my Comcast Spam folder!

 

Pretty straightforward problem -- turning it off should make it stop doing it, but it doesn't. It's ignoring the setting.

 

I turned it off in the first place because my friends' e-mails are getting snared in the spam folder, so I was never seeing them through my e-mail client (Outlook) and clicking "Not Spam" wasn't educating the system, and there was no other way to tell the e-mail system that this person's e-mail address was okay.

 

Could you make your stuff work the way it's supposed to, please?

Call Comcast security and ask them to look at your account to see if they can spot the problem----------
